Abstract:
The accelerated expansion of emerging technologies—particularly artificial intelligence, advanced data analytics, automation, and GovTech platforms—is reshaping governance models, decision-making processes, and the institutional capacity of States in Latin America and worldwide. This workshop proposes a space for academic and applied dialogue to understand how these technologies transform public action, administrative systems, and the State–society relationship.
Critical perspectives on algorithmic transparency, AI regulation, ethical implications, public data management, and new institutional architectures oriented toward innovation will be addressed. Likewise, emerging lines of doctoral research in public policy will be presented, integrating interdisciplinary approaches from communication, data science, law, public economics, and the sociology of power. The workshop seeks to strengthen capacities for the complex analysis of socio-technological phenomena, promote innovative methodologies—such as public innovation labs and digital observatories—and articulate research agendas that contribute to the design of evidence-based, citizen-centered policies aligned with the challenges of the digital era.
