Abstract:

For European Union Member States, decarbonization objectives are particularly challenging. This working group aims, through a comparative and contrasting method between the Spanish and Italian legal systems and based on a multidisciplinary approach, to address at least three questions: (1) from the perspective of local and regional public authorities, what legal models and instruments—combining digitalization and the use of energy from renewable sources—are capable of guaranteeing access to energy production for vulnerable groups; (2) according to which administrative and economic-accounting procedures and models entrepreneurs may combine profit-making, in line with business perspectives, with the improvement of the social and environmental well-being of the community; and (3) finally, what measures, including social measures, are provided by the legal systems (central and local) of Spain and Italy to protect the fundamental right of vulnerable persons to access clean energy within the broader framework of the digital and green transition.
